Im buying a dog on ebay help 10pts please?

So i've been looking for a male standard dachshund since my beloved mr weenie past. I found a guy who is selling one on ebay he lives in los angeles. I live about 40 min away from there. Im going to meet him tomorrow the pup is going for 450 $ is this a safe deal? What should i do?
