German shepherd puppie is crazzy?

i have a 13 week old German shepherd and his so stubborn and crazy i know puppies are hyper but this isn't my first dog i really think he might be crazy he never calms down rarely sleeps and im starting to think he likes to be screamed at he doesn't even respond to pain is this normal for a German shepherd pup?
