How do you get two puppies to like water?

I have two 6 month old Shih-poo pups and I am trying to get them to like water so they can have lots of fun during the summer. I tried putting one of them in a kiddie pool but he just stood there and didn't move until I took him out. The water was kind of cold and they aren't too attracted by treats and toys.
